Samuel is progressing toward a Week 9 return, however, he is firmly locked into the No. 4 wide receiver role at this time and cannot be trusted to safely return flex-worthy value in re-draft formats. Fantasy managers can stash him if they please, though there are more valuable rotational wide receivers likely available in free agency.
